When Congress passed the Affordable Care Act in 2010, its authors cited three overarching goals: to improve access to health care, to slow rising medical costs and to improve health outcomes.

One of the main vehicles for achieving all three missions was a requirement that health insurers provide preventive health care services at no cost to patients. If there were no financial barriers, backers argued, patients would be more likely to get preventive services, from colonoscopies to vaccines to heart disease screenings, which would help keep people healthier and out of the hospital and, consequently, lower health care costs.

Egyptian authorities say a vehicle accident in the southern province of Minya killed at least nine people and injured 18. Ukraine’s health minister has accused Russian authorities of committing a crime against humanity by blocking access to affordable medicines in areas its forces have occupied since invading the country 5 1/2 months ago. In an interview with The Associated Press, Ukrainian Health Minister Viktor Liashko said Russian authorities repeatedly have blocked efforts to provide state-subsidized drugs to people in occupied cities, towns and villages. Japanese weather officials say Tropical Storm Meari is unleashing heavy rains on the main island of Honshu as it heads northward toward the capital, Tokyo.
